Upload a static ZIP

Status: Beta — requires HOSTINTY_ARTIFACT_ZIP_UPLOAD_ENABLED in addition to artifact import.

Upload a small ZIP of static files in the dashboard artifact flow. Nested archives and prohibited names are rejected. Same immutable OCI delivery path as paste/URL import.
